Lynn Caffrey began her career in insurance in 1975. She worked for several agencies before going independent in 1999, building a practice around a belief that most of the industry had forgotten: insurance should be personal. You should know your broker by name, and they should know your business.
She was known across the East Bay for sitting down face-to-face with clients — learning how their companies worked, what their employees needed, and what they could afford. She didn't sell policies. She built relationships. The firm was originally known as CEBIIS before being registered as Caffrey Insurance Solutions, Inc. in 2009.
Lynn earned a reputation that spoke for itself. The East Bay Express named her “Best Health Insurance Broker” — not because she had the biggest firm, but because she cared the most.

Lynn continued working with her Medicare clients on an independent basis until she passed away in 2022, when she entrusted us with responsibility for her book of Medicare clients.
The philosophy hasn't changed — but the toolkit has. Gabriel built a client portal and benefits modeler that give employers real transparency into their options. Every client also gets a branded enrollment management portal, ERISA-compliant plan documents including Wrap SPDs and annual notices, and access to informational resources through Zywave — the kind of infrastructure that used to be reserved for large consulting firms.
Licensed in 13 states with deep expertise in California's small group and individual markets, Gabriel brings analytical rigor to every client engagement — while keeping the personal touch that Lynn built the firm on.
